    "Herr von Opel" is Fritz von Opel.

    The car seen here is the Opel RAK-2.

    This is 23rd May 1928 at the AVUS, Berlin. The Opel RAK2 rocket car reached a speed of 230 km/h or 143 mph, propelled by 24 solid-fuel rockets. This was the second of Fritz von Opel's rocket cars designed by Max Valier, but Opel lost interest as they were only used for publicity stunts. Valier was killed testing a rocket in 1930.
