The shots list currently gives the location as unknown/unclear, however the location is almost certainly within the grounds of Buckingham Palace.
The date of filming for this footage was 22nd June 1945.
"British naval officer standing in front of a building" - this is Lieutenant Commander Stephen Beattie VC of the Royal Navy.
"a man in wheelchair" - this is Major Frederick Tilston VC, of the Essex Scottish, an Infantry Regiment of the Canadian Army.
The man at 2:28 is Lance Corporal Harry Nicholls VC, of the Grenadier Guards.
The man on the left at 2:34 is Lieutenant Donald Cameron VC, of the Royal Naval Reserve.
At 2:57 we see Lieutenant Basil Charles Godfrey Place VC, of the Royal Navy.
