Let us say to the democracies, We America are vitally concerned in your fight for freedom. We shall send you in ever increasing numbers, ships, planes, tanks, guns. That is our purpose and our pledge. Such aid is not an act of war.... Our support goes to those who struggle to gain freedom and human rights."
