    View of the Capitol Building (?) as we fly over Washington DC. Back in the plane we see a model in an evening gown trimmed with ruffles and a matching cape.

    "Air to air shots of a plane" - it's a Douglas DC-2, (Reg. No. NC13738).

    "View of the Capitol Building (?)" - yes, it's the Capitol Building.
